The Seiken Densetsu Collection for Switch will have a top notch developer working on it. M2 who are known for working on the SEGA 3D Classics series, will handle the compilation. They also developed the GBA Virtual Console on Wii U.
This may imply even more work being done than what we thought. We might actually see a localization yet.
